What should I do when my pH level goes down in my 10 gallon aquarium?
Rapid pH fluctuations are a sign of deteriorating water quality due to organic level spikes. I would examine this issue first and figure out why this is happening.

My nitrate level is 25 ppm. I have 4 small fish. What can I do to bring this down and is it safe to purchase any other fish?
The easiest way to remove nitrates is to do regular water changes. You nitrate level is not too high so it should be manageable. Just be careful with your feedings and stocking levels.

I have "moderatly" hard water which is about 160. Is this a problem for a freshwater tank?
If your reading is 160 mg/l, you actually have hard water. Assuming that you are not keeping fish not are sensitive to hard water, such as discus, your fish should adjust to it. If desired, you can use a bag of ion-exhcange resin or natural driftwood to soften the water.

I am setting up a discus tank. I cant get the pH to go down past 7.0,no matter how hard I try I cant get the water to be acidic. I've been using Aquarium Pharmeceuticals Proper pH 6.5. I've been an aquarist for years and haven't ever seen anything like this. I want advice before adding more because that would mess it up more. Proper pH 7.0 almost always worked perfectly in the past.
Without getting too technical, there are chemistry-related reason why you will not be able to consistently lower your pH by adding dry additives. Unless you are breeding discus or bought specimens that grew up in low pH environment, you will be able to keep them with a pH of 7.0. The only solution that will keep your pH down is if you use a Reverse Osmosis filter for your water.

We live in a country that has well water. Is there commercially available water that I can buy?
You can purchase a Reverse Osmosis filter for your well water. If not, you should be able to buy 5 gallon jugs of R/O water at your local fish specialty store. You will need to mix this water with your tap to find the best solution for your Betta.

Can adding new fish make the water look cloudy?
New fish can potentially make your water look cloudy is you add too many new fish to a tank that has not cycled properly.

My new tank has been cycling for 4 weeks. I have done one 100% water change after the first week. Three weeks later the water is cloudy. Is this normal?
I would not perform a water change until your first cycle is completed. Changing 100% of the water is too much. You should purchase a test kit and test for ammonia and nitrite. When these both reach zero, your first cycle is complete.

We are unable to raise the pH above 6.0 even though the water we use for watr changes has a Ph of 7.4. We ahve tried buffers as well but are unable to increase the pH. We would like it at 7.0. Help!
To raise the ph value of a freshwater tank from 6.0 to 7.0 and maintain it there we would reccomend using Seachem water quality products. Seachems line easily raises and maintains the ph at your needed level.

The only natural way to raise PH in a freshwater tank is with certain types of rocks
