What kinds of fish could I keep in a 20 gallon brackish aquarium without them killing each other? Would any puffers be OK?
You can try bumblee gobies, orange chromides, anableps, or a small scat or mono. Puffers will survive but they are notorious fin nippers.

Will bala sharks get along with 3 small regular goldfish and a betta?
No. You need to keep faster swimming more aggressive fish in with the bala sharks. Goldfish should stay with goldfish. Bettas can be kept in community tanks with no fin-nippers and other male bettas.
