I have two Oscars (one female Albino, one male Tiger[they've been breeding for about 3 months]) in a 50 gallon tank. It is lit up constantly by a natural white light and filtered with two flavell 404's. I noticed earlier today that one of my Tiger Oscars' eyes appears bulged/swollen and clouded over, kind of looks like a grey-green film is covering a buldged clear bubble-ish covering over his eye. I've suspected since I bought him (about a year and a half ago) that he may have had poor vision and now I'm wndering whether he's contracted some kind of eye disease or has he's perhaps gone blind in his one eye? The other Oscar appears just fine.

I don't know about fish disease, but it would probably stress the fish much less if you would turn the light out for at least 12 hours a day, preferably at night. They like to sleep in the dark, unless they are nocturnal, and then they still want it dark at night and find dark places to hide out and sleep during the day. my guess is that his eyes would benefit from some darkness.

firstly ,your tank is to small for two oscars,a 55 gallon is minimum for one oscar, you wouldnt by chance know your water parameters(ammonia, nitrItes and nitrAtes)this would really help in diagnosing problems,if i were to guess id say barring an injury to the eye,it may be popeye,a baterial infection, you should test your water and go from there:EY
