My Filigree plants have grown very quick to the top of the tank.

They keep growing sideways across the top of the water. They are now about 4 inches across the top.

Should I cut them off? How do you cut them?

Not sure what type of plants you are talking about, but if they are tall stem type (usually referred to as bunch plants) then yes, you can trim them back. Just take a pair of scissors and trim the stem about 4-6 inches from the top. If you want, you can plant the section cut as a new plant.

If what you have is something else, let us know.

Yes,

They are tall stem plants. Here is a link to what they are.

Yup....I have some of those too. Just trim them with a pair of scissors wherever you like and if you want to replant the cutting, it should take root.
