could i use otto cats in a 10-20 gallon aquarium to remove brown/beard algae?

I have a few oto cats. They are awesome at keeping the glass and plants clean. For your problem, i recommend a Bushy Nose pleco, they are known to control algae.

Which algae is it? Brown algae is diatomacious in nature and almost exclusive to new tanks (a little light will cause it to change to the preferrable green algae). There are very few fish that will touch beard algae and ottos are not one of them.
How big is the tank, how long has it been setup and what are the water parameters?

Actually, that might work. I've never heard of them before, but here is some info: http://www.fishprofiles.com/files/profiles/413.htm As hardy as they claim them to be, they should be OK with any cycle issues as well. Just keep in mind that one of these guys will constitute 25% of your stocking level.
