can someone tell me what brown algae growing on the plants is?

Brown algae are diatoms and are common in newly setup tanks. With proper lighting it usually changes to green algae on it's own.

hmmm... do you think maybe cuz i dont have any fish in there? because ive had the tank set up for awhilllllle. or could it be that i have poor lighting... i have a f8 w blue bulb and white one.i think they should be fine. it seems that nowadays power compact lighting is mandatory

It's not so much the type of lighting, but the spectrum and power. Do you know what wattage (power) and color temperature (spectrum) the bulbs are?
