Do you think that useing four 96 watt pc's the custom sea life model on a 30 gallon breeder tank is to much for a reef tank. That would be 12.8 watts per gallon. The breeder tank is only 12 inches tall is why I ask. I also heard that breeder tanks might not be the best for reef tanks; what do you think about this. Sorry, last queston what about a filter for a 30 gallon, and do I need a skimmer.

I think that that's a lot of light for a tank like that. I would recommend 3 watts per gallon. Actually, I think shallow tanks make excellent reef aquariums provided they are not over-lit! The problem will be heat, so using appropriate lighting will help there.
The rule of 3 to 5 watts per gallon is based on tanks that are 20" to 24" high, so going with the minimum would be a good idea.
