Effecient Lighting For a 10 gallon tank need!!!

I have a ten gallon tank, and I am trying to grow plants with low level lighting such as elodea, but I was wondering if a 13 watt 160 volts tank light would work for keeping the plants healthy. I have been considering buying a new 20 inch coral life which would solve my problem but yeah would the 13 watt be enough to penetrate through the water?
